I have usdigital e2 250cpr encoders and is magnified in mach 2 by quad counts (1000cpr).
so what is my actual resolution? 250 per revolution or 1000 counts per revolution?

Communism: its the thought that counts.
Its 1000 cts/rev. A 250 cpr encoder puts out two streams (channnel A & B) of square wave pulses offset by 1/2 of the wave. Counting the rising edge and falling edge of each wave gives you the 1000 accuracy. The offset in channel A & B allows you to know which way the shaft is turning.
