    Axis Drive Faults - 1997 Haas HL2

I've been chasing an Axis Drive Fault issue for a couple years. This intermittent issue has now become a persistent issue.
Machine has a persistent A Axis Drive Fault on boot up. It will not reset.
If I disable the A Axis, it moves to Z Axis Drive Fault. If I disable the Z Axis it moves to X Axis Drive Fault.
If I disable the Z and X axis, I still get A Axis drive fault.
I have swapped multiple servo amps. No change.
I have sent my Mocon board in for repair, and also swapped Mocon boards with another machine. Problem stayed with this machine.
I have swapped vector drives with another machine. Problem stayed with this machine.
I unplugged the A Axis motor, and disabled the A Axis. It still moved to Z Axis Drive Fault.
    I verified low voltage power (yellow/white/black) going in the servo amps is +12v / -12v (+/- .1v).

Where else should I be looking?

    Thanks!

    Inspect all ground connections
especially between cabinet, servo amp chassis, and machine frame.
Look for shared neutrals or grounding loops.
Verify the integrity of the machine’s ground-to-earth resistance
    (should be <1? ideally).
Check for nearby high-frequency devices or VFDs inducing noise.

Thank you. I believe I may have detected a short in the A axis motor cable. I've not located it visually yet, but the machine did start running. I'm going to run the machine until the problem reoccurs and verify my diagnosis, rather than tear into the cable now before verifying.
