The stepper motor speed depends on the rate at which step pulses are sent to the motor driver (as well as the design characteristics of the motor driver). So, that speed would usually be controlled by a program. More sophisticated programs will handle acceleration, constant speed, and deceleration of the motor, while less-sophisticated programs may use a constant speed.
As the motor speed is increased, the torque available from the motor will decrease. The data sheet for a specific motor should include a graph showing typical torque vs. speed curves. There are other factors which could affect the speed of the motor (for example, resonance).
Do you thing then that it is better to use servo motors as they don't loose torque force even if the speed is increased
