Am i missing something, but I cant find a way to specifically scale a drawing to a know size. The only option I see is to drag a group of objects and measure the drawing to make it the size i want.
I would have thought you could put in a % amount or specific size somewhere.
BTW: I'm running V3.09

You can do what you want. Look for the "set size" icon. It looks like a box within a box. Pick the vector(s) and the percentage.
