circular/polar array. I don't recall the acad terminology for sure. If doing 3D, it's easiest to make an over length cylinder, array that, then subtract each one from the solid.
(that's how I'd go about it, anyway)

...or you can draw the bolt circle centerline and use 'divide' - divides the entity into whatever number of equal length segments.
Array is the better option as the divide command leaves invisible points in your drawing and can be troublesome if they are not removed.

I agree the array command is the way to go.
I don't like those small points either...
The points can be set to a different style / size using "ddptype". I set my template drawing (acad.dwt) to use a .02 size in absolute units.
