That would be a post issue
Any suggestions on how to change it?
You would have to get Gibbs post department to do it if you have maintenance. If not, I really don't know, maybe someone here at cnc.
If there is another way that someone out there knows of how to smooth out the finish in the advanced 3D programming I`m open to suggestions.

change your cut tolerance to a lower value.
First, since you did not tell us the control, I will presume it is a Fanuc.
In which case, IJK are arc centers - IF the post is set up that way so changing that ouput will do you no good.
Second, you are making an assumption that the posted code is causing you the issues - and that may be true.
Again, without knowing the machine and control, the problem may very well lie with the machine.
More specifically, that the drives need to be tuned top control overshoot and undershoot.
If changing your tolerance does not help, try slowing down the feedrate.
If all else fails, take a close look at the CNC itself.
Many builders just do not have the expertise to do drive tuning correctly.
