In your example pic, you have a closed profile that you would just pick for the revolve, and it should be a solid created.
Here's a simple (none precise) example of how to do a car rim. Just choose the pick axis option in the revolve command and use the provided line. There are some details about how to do proper beads and such, but that takes effort and some calcs:
After this part, you would model the spokes and array.
Should be simple enough for a peddle car tire.
