You should preferably have a E-stop relay circuit set up, the watchdog, or in this case charge pump should have a output in this string, the charge pump will then disable the Control-on to all motors until the system is ready.
This is such an ongoing problem this forum particularly is littered with similar posts.
Also the E-stop circuit relay should have a contact on it that advises Mach (or controller) that an E-stop has taken place.
