I thought Fusion360 was free for hobbyists and startups making less than $1000 per year?

tigrimmy doesn't say so explicitly but it sounds like a business ventutre of more than $1K/yr. Plus Autodesk pulled 4th axis from the hobby license....and rapids....and various file imports/exports....and some other less commonly used stuff. The start-up license may have fewer restrictions. Still it's a lot of software for free use.... for the time being at least.
