FWIW, a competent IT person can set you up with a new machine running Windows 10 32 bit and transfer FabriWin over.

As far as programming softwares, I've used Amada Dr Abe Blank and Merry Mech SMP. Dr Abe is faster and has much better nesting capabilites, but you have less finite control over things such as tool path vs SMP.
