but the hyper terminal doesn't repeat the letter what did i forget?

In short:

You have a lancos stk200 programmer, with at2312-20PU.
In ponyprog was set 16MHz outer crsystal.
Apply 16MHz crystal (4 - 5), 2 x 22pF ( 4 - gnd, 5 - gnd).
