    It is most likely related to the ATC itself. A lot of machines have a switch for the ATC arm at a "home position". If this switch is not made it will not allow Z axis movement. Check the electrical prints for the switch and then look at the diagnostic for that switch.

    Some of ATC data (D address) may be got wrong value. They indicate that ATC problem and lock Z axis.
    If you have ladder diagram you can find out which data that lock Z axis.
