I tried to change 4 pieces L297 and always the same thing, I tried everything to pull the control port GND yet to pin 3 (out 2) has a constant voltage of 9:44 V, this is a new PCB, was never connected to a stepper on it, I speak here of the measurement without an engine.
Here are the measured voltages on pins chips, the first numbers are within the L297 and L297 without the others, as measured on the solder points between chip and PCB

Is it normal if I took L298 and connect it only to the power pin 4 and pin 8 GND to the pin 3 is almost equal to the voltage of the voltage source, I smacked 4 new L298 and we all let the voltage on pin 3 when connected to the voltage source 4th pin
Do you believe that L298 of 4 chips that are just all wrong, all new and never to them is not connected to a stepper motor.
