Is it possible to create a plane on a curved or domed surface? If so what are the steps?
A plane is flat. If you wanted a plane on a domed surface, it would only meet at a single point. So you'd need to know the location of that single point, as well as two other points, or a line, or perhaps a parallel plane for reference.
Perhaps you need to clarify a bit more exactly what you want?
Does the plane need to be on the curve or dome? Your feature can start on the surface even if the plane is above it?

Yes, you can create a plane tangent to the surface of the OD. Open the plane tool, then click on the OD and select a plane that is defined along the axis of the cylinder. It will create a plane tangent to the intersection of the selected plane and the OD of your part.
You can also put a plane tanget to a domed face as long as you have a orientating point on the face of the dome. No other geometry is needed as there is only one solution for a plane tangent to a dome at one point.
Simply sketch a point or project one, onto the dome and then using the insert plane function select the point and the dome surface as well as select the "on surface" button near the bottom of the dialoge panel.

Or... you could draw a sketch on an existing plane that will be Normal to the desired plane. This sketch would have to have the end point be Coincident to the Dome surface.
Create a new plane by selecting the option to create a plane "Normal to Curve"
Select the end point of the line and the line itself. See attached picture.
