Chuck stops turning and the starts back up again

I have a Takisawa TC-2 lathe with a fanuc OT controller. When running my program the chuck will come to a complete stop set there for a few seconds and then start back up on it's own again. This happens 2 or 3 times on each part I make. Seems like it happens right after a change to a different rpm.Would this be the encoder going bad ? Any help is greatly appreciated!!

Is this consistent in that it stops at the same RPM change every time?
I don't think this machine would have a geared headstock, but you can check to see if the params for gear change are all the same.
around 540-543 for this vintage if I remember correctly
Do you have a door switch that is flaky, or maybe a chuck clamp confirmation switch?
I would tend to think if the encoder or cable were failing, that the control would sense that and alarm out with a loss of feedback alarm.
