If the motors lock up, then they are probably wired correctly to the BOB. This sounds like the board is either defective, or not receiving step/direction signals. Check your parallel port. (Can you print to a printer with it?) Make sure that your parallel cable is a "straight thru" type. Try a different computer.

This means that Power is being supplied to the driver and motor, so the power supply is OK. However, the signal generator might be causing the problem. Try changing the signal to TTL. If this doesn't help, is the external +5 VDC Power connected?
