There is ALWAYS "Machineries Handbook".
What kind of lathe and tooling are you using?
Machinery's Handbook should suffice for manual lathes using HSS tooling.
For high powered lathes, especially CNC, feeds and speeds are determined by the carbide insert used... both the mfg's specs and trial and error.
Appropriate surface footage, chip load, and required horsepower, determined by what you are cutting and what you are cutting it with, (who uses H.S.S. anymore?) were determined long before any of us started making parts. It is in the Machineries handbook.
I have a little piece of software that is freeware that is pretty good for giving you a starting place for F & S on mills and Lathe's called SPEEDZ. Send me a note and i'll email you a copy. Its well worth the price ( Free) -Chris-

I got the SPEEDZ application from the link below. The first time I tried the page was not found. Its working at the moment so get it while you can.
