VS3D can load USGS DEM (Digital Elevation Model) files, scale them, and output the G-Code to carve them. Here is one example:

Bryce can load DEM's and convert them to dxf. Just do a google for it. I think Daz3d bought the rights to it.

You might want to try creating your own terrains with Terragen, free for personal use.
