Rest machining is cool, but what is it doing?

Take a look at the attached pictures.
    I run a drive rest at 1/4, then 1/8, then 1/16 and finally 1/32.

What I expect is that areas with low curvature (big radius) should get hit by the 1/4, leaving
tight radius spots for the smaller and smaller mills.

But looks like flat spots get touched by small mills.

Are my expectation wrong (new at milling)?
Is there a way configure sprutcam to do this correctly since it wastes a log of time passing over large area's
    with a 1/32 mill.

Make sure that the step over that you specify for your larger mills is set to a small value and also make sure that you have selected a small allowable deviation when you are in the strategy dialog. Keep in mind that some geometric features will not be able to be produced with larger ball nose cutters due to the larger radius.
