    Milling tool steel

ok I have a good cnc milling machine can reach to 15000 rpm..(i know its avarage but good enuf for me)
anyway, the material is tool steel (2363 i think its called as well)..
I have a chuck mounted flat on milling table and useing round bar to machine from the profile to machine is 7 mil deep which isnt much all around 70mil round bar I have these inserts i am using for roughing:

Iscar inserts HP ANKT 0702 ic928 (i have been adviced not to use 328 grade..the tool dia is 16mm holds 3 of those inserts .
I have attached the profile so you can see what it looks like..
I am using 8 mil wide cuts (half of the cutter in roughing opertation by 1 mil deep each time..) i know this is wrong, but i do it becasue i think my feeds and speeds are wrong..
    now question:
    1. what spindle speed i can use with 16 mil cutter for roughing on tool steel
depth of cut? and feed per mm/min? and width of cut? (i am useing 8 mil width and 1 mil deep on z at the moment)
    2. is it better to use coolant? or not?
    3. for finishing i have 8 mil short series 3 flute carbide for finishing..
what feeds and speeds i need to use for finsihing? and use cooland or not on finish pass?
your help would be much appretiated...
I never milled tool steel before anyone has advice?
