Trying to find a step-type timing pulley:

I'm looking for a combined unit for a step timing pulley. I have thought of a ton of different ideas and need your input.

Here is a picture of something i'm looking for. Basically have the Larger Pulley mated to the smaller drive pulley in any fashion (doesn't have to be machined out of a single piece of metal)

If you have 2 pulleys with the same shaft diameters in the center it would be easy to drill 2 holes for dowel pins and then 2 more hole at 90º to the dowel holes to be drilled and tapped for a small screw(10-32UNF etc.) to bolt the pulleys together.

Is there any real need to mate them together?
Especially if the shaft is keyed, I usually use a set screw through to the key.

I want to mate them together for simplicity sakes for my rack and pinion. i want a nice clean setup and think that would be the best bet.
