Is there any programs that will cut a design using a vector, pic, etc. on a contour (like in a dip) so that all the cuts are even? Im looking to cut like engraving. Something that i might be able to import a design and drop it right on the piece im working on so that the program compensates for the contours?

3 axis, or 4-5? Vectric Aspire can project a 2D toolpath onto a 3D surface. But it's 3 axis, so the engraving may vary a bit due to the surface angle.

what I'm really looking to use this for is milling paintball gun bodies that have contours milled into them and such.

If you don't have the 3d model, then a spring-loaded tool carrier is your best bet. There's one here:
