The collets depend on your machine spindle an R8 is the better choice.
If it has an R8 then you will need R8 collets or if is morse taper you can get morse taper collets
Or you could get a collet chuck for a morse taper and use er collets depending on the size of the holder and yes they are available in to suit R8
So you can see there is a lot of choice and some people have some of each.
The vice can be swivel and or tilting but they tend to be less rigid and take up more space and on a small machine they can eat up all your capacity and cost more but you can have both and again some people do.
You always use a smaller cutter if you want precision for the slot very popular are three flute cutters as they have advantages of end mills and slot drills
Indexable only come in the larger sizes
Carbide is longer lasting and works good on ali, HSS can have a sharper edge and may suit plastic better.
For countersinking you need a countersink, they are available in lots of sizes.
But like rules, they are meant to be broken
