From the design of the output and the voltage supply, I would hazzard a guess the max. step rate is not going to be that high at all, it is intended as just a manual push button motor stepper.

The maximum step rate given by the internal setting on that circuit is about 50Hz, however the circuit itself will be ok to much higher than that.
The achievable step rate is limited by the motor. If you are planning to use the 24v motor listed in your other thread your maximum step rate will be probably around 200Hz, about 4 revs/sec (its a 48step motor)

are you intending to use the on board oscillator / step circuit ?
the output frequency = 1/1.2 RC
with the values for C5 =1 uF , R1= 10K and VR1=1M as in the circuit , the output will be from about 1 to 80 hz ( = steps per second )
the actual frequency depends on the switching point of your 4093 ic and the value of C5 ( could be 0.5uF to 2 uF ( -50% +100%))
changing C5 from 1uF to 0.1 uF will give you around 10Hz to 800 Hz
