This may be a long way to do it, but it will add to learning where to find other ways to do operations.

-Create geometry on the centre-line of of the O'Ring groove
-select 2D contour, select the centre-line geometry, create a flat bottom Ø1.6mm tool( and set the tools speeds/feeds etc )

    Operaation Parameters
    -Comp-type to OFF
    -XY offset=0
    -Lead in / out=uncheck
-Contour type to Ramp ( set ramp options to Depth ( middle one ), set the deth value to say 0.5mm, linearize arcs=OFF, finish full depth=ON )

    and you should be done

With variations, this is how you would have a tool cut on top of wireframe geometry ( like single pass facing the top surface, text engraving and so on ) ( contour type would be set to 2D, not ramp )
