I've used the one from woodgears.ca to cut some complex acrylic gear sets for proof of concept work for a friend and found it to be just what I needed, although maybe a bit limited functionality wise the gear forms it produces mesh well at the sizes I was working with.

Inkscape has a gear generator, and the gcodetools extension can generate gcode from drawings.
I'm a Gearotic Motion owner/user, and strongly recommend it. The beta version can generate graham escapements, and grasshoppers are under development.

I use gearotic for generating gears on all my clocks. I haven't used the graham escapement option though it appears to work fine. Spoking options are pretty good although I usually design my own. I offer plans, dxf files, and there will soon be a kit for my nautica clock. Gearotic rules!

I downloaded Gearotic motion free trial.
It seems to be pretty good and $75 is good price too.
I also downloaded the one from Emachineshop but I could not install it.
Found another one DelphUSA Gear Wheel Designer
This one does not offer trial version and price is US$338.13
After you pay for gearotic, you get any upgrades that become available. Art and Bob appear to be fairly active with this software. New updates are always available.

Following up my comment on woodgears.ca..
Just had a really good look at gearotic. Me thinks I'll be buying that when I next do something requiring gears that I can charge out.
It's a much richer app, and the 3D animation thing looks cool.
