Newbie question: Are the shafts that hold the ER20 collets on the water cooled spindles removable? I assume most folks swap out tools by hand, but is it possible to automate the tool changes with the water cooled spindles?

No, they aren't.
There is an automatic toolchange version of those spindles, but it's $3300 plus about $100-$150 for each toolholder.
