i would create two lines. one that is from the farthest x points in each direction and the same with the y axis. then you could xform translate, select all entities, then unselect one of the lines. then select the from one point to another option and move the midpoint of the selected line to the intersection of the two lines. then do the same but select and unselect the lines in opposite order. at that point you should be able to translate all entities from the intersection of the 2 lines to 0,0. it should be centered then. there is probably an easier way but that is what i would do.
Quick and easy? Make a new level and use Create > Bounding box. Then either move geometry to center point created with this command or use the center point created to make a new WCS.
