That is a monitor error.
First, try another VGA monitor from a typical home computer. If that does not fix the problem, it means you are not getting any vga signal from your mother board. You need to check if the mother board is getting power and the PSU is supplying all of the correct voltages. If the voltages are correct from the PSU, then look at the video card or if it is onboard video, the mother board could be bad.
bad PSU's are a common failure for computers.
A different monitor did not respond.
The power from the PSU is there, and at the correct voltages.
Maybe I'll try baking the mother board to rejoin any bad solder joints.
Do you know where to buy a new mother board if needed?

You did not say if this is a half size motherboard with on board video or if it has a full size MB with a plug in video card ISA or PCI.
Quite often a plug in video card can be pulled out and the edge connector can be cleaned with a soft eraser and video returns.
Also watch the floppy as you turn on the machine. It should access (light up) for a few seconds. This verifies the MB is running.
You can buy a MB from EMI-INC.net or go dumpster diving or looking in thrift stores for a 486DX.
