I reconditioned a secondhand HEPA filter that used activated carbon pellets (6X20mm) by replacing the carbon. The pellets were sourced from an aquarium supply store in 25kg bags for USD $130.
I did notice that the carbon was available on ebay, but postage was a killer.
I did try to recondition the pellets by cooking in an oven with terrible results. The smell from cooking off the pellets was horrid, probably toxic and would outlast religion; it was that stinky. The paper filters inside were vacuumed clean.
