your test results explain the voltage on the capacitors C15 to C18

I had expected the step signals to be at 0V until you step an axis
so the SLA7078M steps on the positive going transition
what instructions did you receive from Hobbycnc about setting the step signals as active high or active low ?

If you post a picture of the PCI card and the main logic IC
some one may be able to help you find the drivers

PS this test circuit from Gecko drive is usefull to test stepper drivers without a PC

If you did fry the SLA7078M it's going to cost better than $10 to replace.
Find SLA7078M Stock and Compare Prices Across the Most Reputable Distributors in the Industry.

A Linistepper driver would have cost you a bit more, (or less if you made it yourself) and would cost about $5 to replace the drivers if you fried them. It would easily handle that motor.

    thats great news
    now the fun starts

did you find out from Hobbycnc if the step and direction signals should be active high or active low ?

the current reduction circuit only works correctly with the correct step signal

now you have a working PC it doesn't matter now but
in your photos the lables cover the IC numbers I was looking for
on the old card the Winbond IC starts with W83
it may be a long shot but a web search may find the driver software

    yea john

Set Step Pin State to "Active High"
Direction Pin State Depends Axis Movement. Can be Plus or Minus

I looked for a driver for both of them
if i dig long enough i will find my old tape back up
