Their site says that to use a 32 bit desktop computer it must have:

"Non-integrated Video Card with 32MB RAM"

Most of the PC's I've been looking at have integrated video.

Would I need to purchase and install a separate video card to run Mach 3?

You'd have to try it to see, but most newer PC's will work with integrated video.

IV computer will work, but may be limited to low screen resolution.
