Haas hl2 tailstock not reading position

I recently purchased a 1998 haas hl2 and after hooking up I can't get tailstock to home, I can get it to move, but positioning doesn't show any dimensions other than 0.0

When you try to home the tailstock, does it move at all? If yes, what direction.

If no, are you able to move it manually using the jog wheel or how are you getting it to move?

How did you find the problem with the encoder? I'm am having the same problem with a HL2. It moves but thinks home is in the middle of the machine.
