I have several 21i and a 18 controllers and motor amplifiers. These came off of machines that were being scraped. Could they be used on some other machines? Maybe a retrofit? Or do they have any value?

Do they have to be used with fanuc motors and drives? Can I put power to them to see if they start up?
Unless you know the input and output drive logic for the Fanuc controller cards, the answer is:
YES, you DO have to use them with Fanuc motors and drives and
NO, you can't simply power them up.
Without a input signal, they will either FAULT (shut down) or run the servo in one direction until it slams against something and fries the current limit fuses (trust me, it happened to us when a feedback plug was left undone and machine was started).
If you are intent on experimenting, GET DOCUMENTATION. Fanuc stuff is expensive and has worth on the open market. Toasting something via a "wonder what happens when I try this??? (smoking molten metal flies at you shortly thereafter) approach is an expen$ive lesson you don't need/want to learn....
