Nope, you can do a rough approximation but not actual V cuts.

I found a Chinese supplier selling a laser engraved LED panel.

I have seen LED signs laser engraved, such as an exit sign. Do you have a drawing? Is the purpose of the V groove to provide the reflection for the light? My gut feel is that laser engraving will be faster than mechanical texturing, such as CNC routing, because the non contact engraving will be faster, though it will depend upon the laser power and depth needed.

V-Groove panels are quite specific items, they have a Lux rating in most cases and trying to replicate that with a laser will be difficult.

Many of the laser companies sell dedicated machines to do V groove
