some sort of roll-your-own would be the absolute cheapest..there are lots of threads on making your own misting/mixing nozzle...but if you want to get it over with and move on, you can get a kool mist system and then add an air switch to let you pulse it to straight air...i think that would be the cheapest off the shelf solution
