SOLVED!
I'm new to 3D high speed milling and didn't detect the small Z positive steps in this toolpath, assuming it was plunging into uncut metal. But... Mastercam support came through and helped me figure out it was doing it's step-up exactly as I'd programmed it.
So... back to it. Learning all the time.

Hi again everyone,
I've got Mill level 3, X7 and learning Opti-Core toolpath but can't get tool to stay down in part despite giant Gap setting and "never retract" checked. There is no physical reason the tool has to retract (e.g.; pocket). After my desired off the part plunge, I end up with a bunch of unwanted retracts and ramped plunges into metal elsewhere in toolpath. I'm machining into titanium and try to Never plunge into the part. Is there something I'm not doing or decent workaround? I don't mind if tool retraces precut regions as long as it "stays down".
