Machine guy telling programmer what to program

I'm new to all of this stuff. New to the shop I'm at, trying to get some perspective from outside the shop.
we are machining a new part and the amount of time it's taking is going to result in the shop losing the client. Should a programmer be working from the print or the advice of the machine operator. Normally the programmer writes the program and then it goes to the floor.

The part is not very complicated or large. The machine guy has scrapped four parts in his efforts and broken several tools. Everyone in the shop is making comments about the length of time.
