Fadal does have an external contorl box for the VH-65 so that it can be used else where as an indexer.

I think you may have a problem getting a controller only, if you do they will probabally be very pricey, like SMW etc.
I take it you have the motor on the table?
If you are up to making one there are a couple of ways to go.
I built one recently for a customer using a Galil stand alone and a Maple OIT for display and data entry.
You could also do it with one of the Parallel port systems popular here.

I had thought about using something like a Gecko for step and direction, and something to control the gecko. What do you guys think? What would I need to build a small stand-alone unit, hopefully without a laptop computer to drive it?

Smart money would be looking into buying (used) a ready to go rotary that suits your needs.
If your VH65 is any good you should be able to get $2500 for it.
VH65 $2500 + New motor $300 + Controller board $300 + Programmable Panel Meter $400 + wiring connectors etc $200 - what can you but ready to use for $3700? and save the aggrevation.
