I am looking at my manual for the Meldas 520 AM and it says and E04 error means A) Power is not supplied to the I/O unit. or B) The cable is disconnected. In my experience it is usually a cable pin out issue. Here is a pic of the most common cable pin outs.

I have had luck with just three wires being used. Pins 2 and 3 are send and receive and pin 7 is the common. The pic shows loop backs on several other pins but I have had good luck without doing this as long as your communication software uses software handshake.
If you think you have a good cable pin out I would make sure that both your control and your communication software are using the same settings for DATA Bits, STOP Bits, PARITY and BAUD rate. Usually if these settings aren't the same at both ends you would get a parity error and not the E04 though.
