I am un able to delete a layer that has any entities. Is it correct that I have to delete all entities first, rendering the layer empty, before deleting the layer?

Yes, and unfortunately even then sometimes a layer will not delete at all, check there is nothing by using the "Select all" option and pressing "Delete" on your keyboard, that sometimes works
