Dear readers, if you believe everything that you are told, I have news for you! The moon is made of cheese! Seriously, if you see a CNC machine with an FDA certification, you should question it and ask to see a clear copy of the company's current certificate relevant to the machine or component.

Like CE (check online for fake marks), which sometime stands for Chinese Export! The USFDA represents a safety testing standard for certain device classes like the UL/CSA mark. Look for other marks, such as NEC, CEC, IEC and URLs. Then, of course, there is the issue of which FDA the manufacturer is referring to?? Is it the USFDA, or the Chinese FDA?? Hmm!

There should be an IEC regulation/standard and that will tell you what additional safety labels that you should apply to your machine and have in your work space. Yes, Laser cutters and engravers are covered by USFDA regulations in the 3rd link down. EMC and links to FCC regulations are included.
