No offense intended but I think that reading the Mach3 manual would be the best place to start Product Manuals - Newfangled Solutions
With regard to the Velocity setting it is 'trial and error' - just increase until the motor stalls (at fast jog) then reduce setting by 30% and save. Repeat for each axis.
Acceleration should be treated in a similar manner remembering that higher Acceleration (possibly at the expense of reduced Velocity) will give less corner rounding when operating in Constant Velocity mode. The manual explains.
