It will already be in 'diameter mode'. That is a completely different thing to 'mm mode'.

Why do you think that? And why do you think that 'radius mode' as you put it, is the same as 'mm mode'

ok, lets say wen i start the tl1 up and zero it, the x axis is at 0 and z is 530.xxx mm. when i setup tool 1 i go to the tool offset put an 60 mm diameter material and let the x thought it and hit the "x measure" button and it ask me what the diameter is i tape in 60 and hit write button. on the operator panel it says 110.xxx.mm???

Ok. Have you tried a quick mdi program to call your offset and send it to the 60mm dia that you turned to set the tool. Wind the tool away first so you can see it definitely move.

See if it moves to the diameter that you've turned. That'll tell you if there is an issue.

If that's the operator screen it's probably still set relative to the machine position. Call up the position page where you have all 4 sets of offsets on the screen. Machine, operator, distance to go etc and see if the operator one matches the machine coordinates. The operator one is the one you can zero if you need to, the machine one is fixed as it relates to the position of the tool compared to the home position of the machine.
