I have never tried cutting Titanium with plasma but from my experience of welding it you HAVE to prevent it from coming into contact with the atmosphere when at an elevated temperature. If it discolours any more then a pale straw colour then it is scrap as you will have embrittlement of the material.
When welding it I either used a trailing argon shield or sometimes a sealed cabinet filled with argon and had to keep the argon flowing until the material had cooled down sufficiently.
If you can cut under water then you may stand a chance as the water would protect the material from the atmosphere.
However, I would think that you would need to use nitrogen and that may cause problems with contaminating the cut edge.
