hardinge VMC600 programming issue when using R-word insert arc

I had a strange issue with a simple program at work on our VMC 600. I need to cut a 1/2 radius in a steel channel where 2 intersecting points meet. Instead of using a 1" endmill I'm using a 1/2" and want to just generate the arc with the R-word method. For some reason the machine cut a 3/4" radius instead, what gives?
Here is an example of my program:
    X-16.0 Y-2.0
    X-12.0 R .5
    Y-4.0

    No cutter comp. used.

    Any suggestions?
    Thanks

the answer is in the question: No cutter comp. So the center of a 1/2" endmill follow a path with a .5" radius. 1/4" radius of tool +1/2" toolpath radius= 3/4"
