I'm looking to do the following;

Rotary Manual Pulse Generator to drive (provide step and direction) ULN2003 Stepper Motor Driver that then drives one stepper motor.

No computer, no arduino, no programming, min parts, simplest method.

I want to turn the Rotary Manual Pulse Generator by hand, I want a stepper motor to rotate when the wheel of the Rotary Manual Pulse Generator is rotated.

Turn Rotary Manual Pulse Generator clock wise, stepper motor turns clock wise, turn Rotary Manual Pulse Generator counter clock wise, the stepper motor turns counter clock wise.

No movement of the Rotary Manual Pulse Generator means no movement of the stepper motor.

Rotate, Rotary Manual Pulse Generator quickly, stepper motor turns quickly, etc.

Full steps, no 1/2, 1/4, 1/8, etc. no speed changes.

12 volt dc only for power.

What one part can be used to connect the Rotary Manual Pulse Generator and the ULN2003 Stepper Motor Driver, to get the stepper motor to rotate.

ONE PART to connect the mpg and the ULN2003? With no programming? Unlikely.

A 74xxx193 and a 74xxx138 might do the job, but could suffer from dither drift. ("xxx" could be "LS" or "HC" or whatever.)
