Braking Resistors getting Super hot even with no Motors running

Have A Chevalier Lathe that the Braking Resistors are getting super hot and smoking right after you turn on Machine,, You don't have to run the spindle.

Could there be a problem in the VFD braking circuit?

That's what it sounds like to me. Never heard of that before, but sounds like the brake chopper transistor is shorted.
