I get the attached message when I try to open a pdf file. Others open OK but every now & then I run into this problem.
Why dies this happen, and how do I correct or work around it?

What were you expecting to do with the PDF file in Rhino? Rhino is a 3D program; PDF is a 2D format. At best, you could bring it in as a background bitmap and trace over it. If Rhino won't accept it as a bitmap, convert it into JPG or BMP format and try again.
There are "pdf to dxf converters" online.

A pdf can contain both vector and raster formats. Most likely the pdf you are trying to import is a raster format (pixel image). Rhino is looking for vector that it can use. Your only option would be to use it as a background and trace it in Rhino. By the way Rhino is not just a "3d program" it is very good at 2d.
As far as shane-w mentioned above, the very pdf you're trying to import is likely to be a raster format one. Yet, laongside with the solution he suggested, you could as well edit the pdf formatting manually. If so, all you need is some pdf editing tool you have. I, as an example, use this one https://w9.pdffiller.com just because it's similar to Adobe Acrobat yet cheaper and works as web-based app, which is convenient for purposes of opening a file, editing just one thing and all along
