is it possible/meaningful to equip a 4020 HT (1999, AC axes) with glass scales?
Or is that too expensive?
What else do I need besides the scales and cables?

On an AC machine , I would think it would be fruitless to do so. They were offered on older dc machines to bolster accuracy , But they also caused many problems.

I am a real fan of linear scales, I have 1 micron magnetic scales on all of my machines. About $120 / axis. They automatically correct for backlash (within reason) and any ballscrew error. On the issue of backlash, there is no substitute for having a tight mechanical system.
Having said that, I have no idea what wiring and setup / calibration issues you might run into to install on your machine.
